Amends KRS 217.015 to expand the definition of "home-based processor" to include producers of tallow-based cosmetic products alongside non-potentially hazardous foods

Exempts tallow-based cosmetic products made by home-based processors from standard cosmetic manufacturing regulations (KRS 217.035, 217.037, and 217.095) when proper labeling requirements are met

Requires tallow-based cosmetic products to be labeled with: processor name and address, product name, ingredients listed by weight, net weight/volume, "This product is home-produced and processed" statement in 10-point type, and processing date

Limits sales of home-processed tallow cosmetics to direct-to-consumer within Kentucky only, including home pickup/delivery, markets, roadside stands, community events, and online sales

Home-based processors producing tallow cosmetics must register with the Cabinet for Health and Family Services and maintain gross income of no more than $60,000 annually from product sales
