Prohibits insurers from requiring health care providers to disclose past health conditions or current health conditions that don't affect their ability to provide competent, safe care during the credentialing process

Bars insurers from excluding providers based solely on license type, board certification status, geographic location serving high-risk populations, or specialization in treating populations with higher-than-average health service utilization

Mandates that insurers pay providers for services rendered during the credentialing process once credentialing is approved and a contract is signed, with payment following participating provider reimbursement procedures

Repeals existing KRS sections 304.17A-525 and 304.17A-576 and requires administrative agencies to amend conflicting regulations within 90 days of the Act's effective date
