Proposes amending Section 145 of the Kentucky Constitution to replace the outdated terms "idiots and insane persons" with "persons determined by a court of competent jurisdiction to be mentally incompetent to vote"

Requires a court determination of mental incompetency to vote, which can be reversed if the judicial determination is set aside

Maintains existing voting restrictions for persons convicted of treason, felony, bribery in elections, or certain high misdemeanors, as well as those currently incarcerated

Requires the Secretary of State to publish the proposed amendment in a newspaper of general circulation by the first Tuesday in August before the election

Amendment will be submitted to Kentucky voters for ratification or rejection at the next regular General Assembly election
