Declares two existing administrative regulations (201 KAR 9:270 and 201 KAR 20:065) governing buprenorphine prescribing standards for physicians and APRNs to be null, void, and unenforceable, and prohibits agencies from promulgating identical or substantially similar regulations.

Prohibits the State Board of Medical Licensure, Kentucky Board of Dentistry, Kentucky Board of Nursing, and Kentucky Board of Pharmacy from adopting regulations that restrict or limit prescribing, dispensing, or administering buprenorphine or other Schedule III, IV, or V FDA-approved medications for substance use disorder treatment.

Allows boards to continue enforcing general controlled substance regulations that apply broadly to all controlled substances in a schedule, rather than targeting specific substance use disorder medications.

Declared an emergency measure, taking effect immediately upon passage and approval by the Governor to provide effective access to substance use disorder treatment medications.
