Creates "Residential Infrastructure Development Districts" allowing developers to petition local governments to establish special districts of 5+ acres with $5 million+ capital costs for residential development, financed through special assessments on district properties with liens superior to mortgages

Authorizes local governments to issue bonds up to 30 years to fund infrastructure costs (streets, water, wastewater, utilities, storm water) within districts, with special assessments collected annually and up to 5% retained for administrative expenses

Establishes a "Housing Incentive Payment Program" enabling local governments to create housing development districts of up to 1,000 acres, offering annual property tax rebates to developers for 7 years (new construction) or 15 years (revitalization) on projects with at least 15 housing units

Allows local governments to exempt housing developments within districts from planning and zoning review or establish alternative permitting processes, subject to public hearing and separate legislative vote

Requires local governments to report annually to the Cabinet for Economic Development and Department for Local Government on district activities, with the department submitting annual reports to the Legislative Research Commission beginning November 1, 2027
