Establishes the Economic Development Incentive Modernization Task Force under the Legislative Research Commission to assess Kentucky's economic development initiatives, which have been in place for more than 30 years

Task force will study Kentucky's current incentive effectiveness compared to competitor states, review marketing campaigns and targeted sector updates used by states like Indiana and Ohio, and recommend improvements

Membership includes 10 legislators (4 House majority, 4 Senate majority, 1 House minority, 1 Senate minority), Cabinet secretaries for Economic Development and Education/Labor, and representatives from business organizations including the Kentucky Chamber of Commerce and Association of Manufacturers

Six additional members representing local chambers of commerce or economic development organizations from each congressional district will be appointed by the Legislative Research Commission

Task force must meet during the 2026 Interim and submit findings and recommendations to the Legislative Research Commission by December 1, 2026
