Legislative Research Commission must create a statewide fiscal map of all substance use disorder (SUD) programs and funding sources by October 30, 2026, in collaboration with six state agencies including the Cabinet for Health and Family Services, Justice and Public Safety Cabinet, and Office of the Attorney General.

The fiscal map must detail all current SUD funding sources, amounts, and uses; provide an inventory of all programs with their services, eligibility rules, and capacities; and identify service duplications, gaps, and unmet needs.

SUD programs covered include treatment, prevention, recovery housing, workforce reentry, education, criminal justice diversion, opioid abatement, and recovery support services.

LRC must submit a report to the General Assembly by October 30, 2026, with a detailed summary and options for establishing a statewide plan to optimize future SUD program decisions and funding.

Kentucky currently invests hundreds of millions of dollars annually in SUD programs from fragmented federal, state, and local funding streams with no centralized coordination mechanism.
