Legislative Research Commission encouraged to establish a Fatherhood and Family Engagement Task Force to study father engagement, father absence, and their impacts on children and families in Kentucky

Task force would examine barriers preventing fathers from involvement in children's lives, including legal, financial, institutional, social, and cultural barriers, as well as the role of state agencies, courts, schools, and community organizations

Recommended membership includes 6 legislators (3 Senate, 3 House with bipartisan representation), plus designees from Health and Family Services, Administrative Office of Courts, Department of Education, and Economic Development

Four at-large members appointed by Legislative Research Commission: representatives from fatherhood/family nonprofits, child advocacy organizations, mental health experts, and one father with lived experience

Task force encouraged to meet at least monthly during the 2026 Interim and submit findings and recommendations by December 1, 2026 to the Interim Joint Committee on Families and Children
