Adopts Rules of Procedure governing the Kentucky Senate's 2026 Regular Session, covering quorum requirements (majority of elected Senators), order of business, and meeting procedures

Removes the previous 12-member cap on standing committee sizes, except for Appropriations and Revenue, Education, Transportation, and Veterans committees which already had exemptions

Eliminates remote videoconferencing participation for committee members from their Capitol Annex offices, while retaining videoconferencing for members with physician-documented short-term medical conditions preventing travel

Modifies floor access rules by expanding the definition of "Senate Chambers" to include adjacent Capitol Annex areas, updating office area references from fourth to second floor, and allowing former Senate members floor privileges with presiding officer permission

Changes Legislative Citations to extend commendations from the Senate only rather than the General Assembly, and removes the rule requiring conference committee reports to be received on a different legislative day than final passage
