Reaffirms locally elected boards of education as the controlling governance structure for Kentucky school districts through duly adopted policies and procedures

Prohibits individual administrators, employees, external agencies, or non-elected bodies from superseding or disregarding local school board policy unless expressly authorized by state law, federal law, or lawful board action

Requires all district operations, administrative decisions, and enforcement actions to comply strictly with policies adopted by the local board of education

Clarifies that superintendents and administrators must carry out and administer board policy rather than create de facto policy through unilateral action

Directs the Clerk of the Senate to transmit copies to Senator Aaron Reed and the Kentucky Department of Education for distribution to each school district
