Creates Non-Flood Protection Asset Management Authority within the Department of Transportation and Development from January 1, 2011 until January 1, 2012; creates the Non-Flood Protection Asset Management Authority as a political subdivision effective January 1, 2012; transfers management and control of non-flood assets from the division of administration to the authority.
