Defines "bail enforcement agent" as a licensed bail agent who apprehends or surrenders a principal released on bail or who has failed to appear in court proceedings.

Authorizes bail enforcement agents to obtain court orders for cellular tracking devices when a commercial surety bail undertaking is in place and a bench warrant has been issued for the defendant's failure to appear.

Prohibits using pen registers, trap and trace devices, or cellular tracking devices without a court order or in an unauthorized manner unrelated to an ongoing law enforcement investigation.

Establishes penalties for bail enforcement agents who misuse cellular tracking devices: first conviction results in a fine up to $2,500 and 6-month license suspension; second or subsequent conviction results in permanent license revocation.

Requires bail enforcement agents using cellular tracking devices to enter all information collected from the investigation into the court record.
