Creates new crime prohibiting transmission of indecent visual depictions of intimate parts of minors (under 17) with malicious intent to abuse, harass, coerce, embarrass, intimidate, or provide sexual gratification; lack of knowledge of victim's age is not a defense

First offense: up to 6 months imprisonment and/or minimum $1,000 fine; second offense: up to 5 years hard labor and/or minimum $5,000 fine; third or subsequent offense: up to 10 years hard labor and/or minimum $10,000 fine

Second conviction triggers mandatory sex offender registration under Louisiana's sex offender registry requirements

Exempts internet service providers, email providers, and telecommunications companies from liability; also exempts transmissions to child welfare investigators, medical professionals, law enforcement, attorneys/courts, and family members in non-malicious circumstances

Prosecution venue may be either the parish where the unlawful act occurred or where any part of the visual depiction was created, produced, stored, received, or transmitted
