Creates the Greater St. Martinville Economic Development District as a political subdivision of the state, encompassing Main Street from the south to north city limits, the Ledoux neighborhood, Southside Park, the historic city square, East Bridge Street, and Port Street areas

Establishes a seven-member voting board of commissioners with appointments from the St. Martin Economic Development Authority, Historic District Commission, state legislators, parish council members, and the mayor of St. Martinville, who serves as a nonvoting member

Authorizes the district to levy a sales and use tax of up to one percent upon voter approval, with proceeds used exclusively for district benefit

Grants the district authority to implement tax increment financing, issue revenue bonds, enter contracts, acquire property, fund festivals and cultural activities, and receive gifts or grants from government entities or private sources

Dissolves the district automatically one year after all bonds and debts are paid in full
