Prohibits sexually violent predators and certain sex offenders from loitering within 500 feet of school pickup/drop-off locations during morning hours (6:00-9:00 a.m.) and afternoon hours (2:00-5:00 p.m.) when children are present

Applies to sex offenders whose victims were under age 13, making such loitering a criminal offense under "unlawful presence of a sex offender" statutes

Defines "reasonable grounds" for believing children are awaiting school pickup/drop-off to include children's attire, school supplies, athletic equipment, personal items, and time of day

Adds statutory definition of "loitering" as lingering, remaining, or prowling in a public place or on another's premises for a protracted time without lawful business or reason

Adds definition of "school property" to include school buildings, playgrounds, and parking lots
