Exempts clinical laboratory personnel working at source plasma donation centers from Louisiana state licensing requirements when they perform only nondiagnostic tests for screening source plasma donors

Adds a statutory definition of "source plasma" as the fluid portion of human blood collected by plasmapheresis and intended as source material for further manufacturing use

Excludes single donor plasma products intended for intravenous use from the definition of source plasma

Amends R.S. 37:1312 and enacts R.S. 37:1312(15) and 1313(A)(3) to implement these changes
