Expands the definition of "court costs" to include electronic filing fees, user fees, recording fees, and related convenience, transaction, or service fees charged by clerks of court or third-party vendors

Removes the previous 30-day deadline for governmental entities to pay deferred court costs after a judgment becomes final

Requires court costs not be payable to clerks or third-party vendors until the judgment becomes final and definitive under Code of Civil Procedure Articles 2166 and 2167, and until all issues in the proceeding are adjudicated

Mandates that state and political subdivisions withhold court costs owed by opposing litigants from any settlement payments and forward those costs to the clerk of court
