Prohibits medical and research facilities in Louisiana from using new human genetic sequencers or analysis software produced by foreign adversary governments, state-owned companies, or foreign adversary companies (China, Cuba, Iran, North Korea, Russia)

Requires human genetic sequencing data to be stored outside foreign adversary countries and prohibits remote access to such data from those countries, with mandatory encryption and cybersecurity protections

Imposes $10,000 fine per violation, with each individual genome sequenced using prohibited equipment or each instance of improper data storage counting as a separate violation

Amends insurance law to allow insurers to consider genetic research/testing results only if the individual voluntarily provides them, removing the previous allowance for results included in medical records

Grants the Louisiana Attorney General sole authority to investigate and enforce violations of the new genomic security provisions
