Transfers responsibility for designing the transitional return to work program from the Louisiana Department of Civil Service to the office of the state Americans with Disabilities Act (ADA) coordinator within the Governor's Division of Administration

Limits the definition of "agency" for ADA compliance purposes to executive branch organizational units with fifteen or more employees

Grants the state ADA coordinator new authority to promulgate rules and regulations ensuring consistent ADA administration across state agencies

Adds new duties for the state ADA coordinator including: providing consultation on employee accommodations, reviewing medical documentation, administering annual compliance plans, and ensuring agency compliance with reporting requirements

Becomes effective upon the governor's signature or upon expiration of the time for bills to become law without signature
