Authorizes psychologists and medical psychologists to conduct emergency certificate examinations via telehealth using video conferencing technology, expanding on existing authority for psychiatrists and psychiatric mental health nurse practitioners.

Requires a licensed healthcare professional to be physically present in the examination room with the patient during any telehealth video conference examination.

Mandates that patients examined via telehealth must be medically cleared prior to admission to a mental health treatment facility.

Emergency certificates may be issued when a person is determined to be dangerous to self or others, or gravely disabled due to mental illness or substance-related/addictive disorder.

Amends R.S. 28:53(B)(1) governing admission by emergency certificate procedures in Louisiana.
