Amends the Residential Truth in Construction Act (R.S. 9:4851-4855) to expand coverage to double-family dwellings in addition to single-family residences

Requires contractors to provide homeowners a "Notice of Lien Rights" before or at contract signing, warning that workers and suppliers can file liens even if the homeowner pays the contractor in full

Grants homeowners the right to request in writing the names, addresses, and amounts owed to all subcontractors and suppliers, with contractors required to respond within 10 days; owners may withhold payment until information is provided

Eliminates lien privileges for contractors who fail to deliver the required notice, and allows owners to recover statutory damages of $1,000 or 10% of the contract price (whichever is greater) plus actual damages and attorney fees if such contractors improperly file claims

Extinguishes a claimant's lien rights to the extent of owner damages if the claimant fails to provide a timely and accurate statement of amounts owed when requested
