Parish governing authorities are authorized to create, alter boundaries of, and manage hospital service districts, in addition to police juries which already had this authority under existing law

Hospital service district commissions (5-member boards) may now be appointed by either the parish governing authority or police jury, with the same staggered term structure (two 2-year, two 4-year, one 6-year initial terms, then 6-year terms thereafter)

The entity that creates the hospital service district—whether governing authority or police jury—controls all duties, powers, and obligations for that district

Special meetings of the commission may be called by the chairman, governing authority, or police jury, and the district domicile is determined by whichever entity established the district

Provisions do not apply to Lafourche Parish, Terrebonne Parish, or Ward 11 of Jefferson Parish
