Requires the district's board to appoint an executive director or chief executive officer who reports directly to and is supervised by the St. Landry Parish president, who may remove them for unsatisfactory performance

Prohibits members of the St. Landry Parish Municipal Association and St. Landry Parish Council from serving as commissioners on the district's 17-member board

Removes existing language stating that appointing authorities have no direction, control, or influence over the district beyond what is specifically provided by law

Requires the district to submit any tax exemption, reduction, or payment in lieu of taxes agreement to the affected parish or municipal governing authority for review and approval within 45 days, with failure to act constituting denial

Classifies payments in lieu of taxes as statutory impositions under Louisiana tax law and allows governing authorities to amend or cancel agreements for noncompliance
