Increases the Capital Area Transit System board of commissioners from nine to ten members by adding a representative from the Amalgamated Transit Union Local 1546 in Baton Rouge

The union representative must be a retired union member, serves without voting privileges, and is prohibited from participating in executive sessions involving personnel issues

The nonvoting union representative is excluded from the 15-member cap during board reapportionment calculations

If the union representative is removed for cause, the international president of the Amalgamated Transit Union must appoint a temporary replacement immediately or within 14 days

Temporary appointees are not eligible for reappointment to a full term, though all other appointed board members remain eligible for reappointment
