Extends the French Quarter Management District's existence from June 30, 2028 to June 30, 2033

Authorizes the district to procure its own emergency sanitation contracts when the city of New Orleans cannot provide sanitation services due to lack of staff or a contracted vendor

Requires the city of New Orleans to reimburse the district for emergency sanitation service costs through an intergovernmental transfer of funds, contingent on authorization by an Orleans Parish budget ordinance

Emergency sanitation contracts procured by the district continue until the city resumes services through its own employees or a lawfully executed contract
