Increases the required period without major disciplinary offenses from 12 to 36 consecutive months prior to parole eligibility hearings or release for intensive parole supervision, geriatric parole, life sentence parole, juvenile lifer parole, and veterans mentor program transfers

Prohibits inmates sentenced as habitual offenders or for sex offenses from earning diminution of sentence ("good time") credits while in parish prison or state custody

Eliminates earned compliance credits for parolees, removing the ability to reduce parole supervision time through compliance with parole conditions

Creates a new alien removal process allowing deportation-eligible offenders (excluding sex offenders and violent criminals serving 10+ years) to be paroled directly to Department of Homeland Security custody for removal, with automatic parole revocation if they illegally reenter the U.S.

Adds provision allowing offenders in custodial substance abuse treatment programs whose parole is revoked for technical violations to serve no more than 180 days
