Adds drug paraphernalia violations (R.S. 40:1023) to the list of offenses classified as "technical violations" of probation, joining misdemeanor marijuana possession

Removes misdemeanor convictions under Title 14 (criminal law) and Title 40 (controlled substances) as automatic grounds for mandatory probation revocation for felony probationers

Changes probation revocation from mandatory ("shall have his probation revoked") to discretionary ("may be revoked") when a felony probationer commits and is convicted of another felony

Creates an exception for defendants ordered to complete drug court or specialty court programs as a condition of probation violation—failure to complete these programs results in mandatory revocation

Amends Louisiana Code of Criminal Procedure Articles 900(A)(6)(e)(i)(bb) and 901(A), and enacts new Article 901(D)
