Expands the definition of "blighted property" to include any vacant or occupied immovable property declared or certified as blighted and declared a public nuisance, removing the previous requirement that property be specifically "commercial or residential premises" that are "vacant, uninhabitable, and hazardous"

Adds "public nuisance" as an alternative trigger for criminal blighting charges, allowing prosecution when property is declared either blighted or a public nuisance by a court or administrative hearing officer

Amends R.S. 14:107.3 (criminal blighting statute) and R.S. 33:1374 (Orleans Parish health, safety, and welfare enforcement) to align definitions across both statutes

Broadens enforcement authority by specifying that declarations can come from administrative hearing officers acting under R.S. 13:2575, R.S. 13:2576, or "any other applicable law"
