Amends R.S. 13:5554(S) governing group insurance premium payments for retired Franklin Parish Sheriff's Office employees

Removes the requirement that retirees must have completed a "majority of creditable service time" with Franklin Parish to qualify for premium coverage

Maintains the tiered premium payment structure: 100% coverage for 30 years of service, 75% for 27+ years at age 55, and 50% for 23+ years at age 55

Expands eligibility to any sheriff or deputy sheriff who has earned creditable service from Franklin Parish, rather than only those who worked primarily there

Louisiana Sheriff's Pension and Relief Fund continues to determine creditable days of full-time service for eligibility purposes
