Requires all electronic monitoring service providers and manufacturers to obtain certification from and register with the Department of Public Safety and Corrections before operating in Louisiana

Creates a centralized "Monitored Individual Management System" database containing information on all monitored individuals, accessible to law enforcement agencies and courts in real-time

Mandates providers maintain 24/7 staff support, input monitored individual data before attaching devices, and respond to alerts including tampering, exclusion zone violations, and low battery within 3-4 minutes

Prohibits attorneys, judges, court officers, and law enforcement officers from being providers or having financial interests in electronic monitoring companies

Establishes penalties of up to $1,000 fine, 6 months imprisonment, and a 5-year ban from providing services for providers who intentionally withhold or fail to report required information
