Allows insurers or filers to request a hearing before the Division of Administrative Law within 10 days of receiving the Commissioner's notice, which stays the disclosure determination pending the hearing outcome

Requires hearings to be tried by preference in a summary manner, with courts authorized to review disputed documents in camera before deciding

Preserves public access to examine or reproduce any records or portions of records not determined to be confidential, proprietary, or trade secret
