Prohibits sale of kratom products to persons under 21 years of age and requires age restriction warnings on all product labels

Establishes chemical composition limits for kratom products, including maximum 1% 7-hydroxymitragynine in the alkaloid fraction, maximum 3.5% total alkaloid content, and prohibits artificial alkaloids

Requires manufacturers to register each kratom product annually with the Louisiana Department of Health, pay registration fees, and submit certificates of analysis from U.S.-based testing facilities

Mandates detailed product labeling including ingredient lists, alkaloid amounts, serving sizes, vendor information, allergen warnings, and a disclaimer that the product is not intended to diagnose, treat, cure, or prevent any disease

Authorizes the LDH secretary to revoke product registration if manufacturers fail to report adverse events to both LDH and the FDA as required by federal law
