Creates a new form of manslaughter for unlawfully distributing or dispensing controlled dangerous substances (Schedules I-V) that significantly contributes to the death of the person who ingested the drugs

Extends manslaughter liability to drug distributors in chain-of-distribution cases, where substances are sold to an intermediary who then distributes them to someone who dies from ingestion
