Creates the Hotel Francis District as a special taxing district within St. Francisville, Louisiana, encompassing a 14.800-acre tract in West Feliciana Parish for redevelopment of blighted property into a conference-style hotel and related facilities

Establishes a three-member board of commissioners consisting of the mayor of St. Francisville and two governing authority members appointed by the mayor, who serve without salary but receive expense reimbursement

Authorizes the district to levy hotel occupancy taxes and sales/use taxes on food and beverages (not for home consumption) at rates not exceeding the aggregate local rates in West Feliciana Parish, imposed by board resolution without voter approval

Grants authority to issue revenue bonds and engage in tax increment financing, pledging tax revenues that exceed pre-district establishment levels to finance hotel development projects

District terminates one year after all debt obligations are paid in full, with a maximum existence of 40 years from the first tax levy
