Prohibits the Department of Public Safety and Corrections and any local facility from releasing inmates within a declared emergency area except pursuant to an individualized court order

Bars courts, sheriffs operating parish prisons, and private prison contractors from releasing any inmate during a declared emergency without a court order

Requires any court order authorizing inmate release during an emergency to be issued pursuant to a motion served upon the district attorney of a parish within the declared emergency area

Becomes effective upon the governor's signature or upon expiration of the time for bills to become law without signature
