Removes the requirement for New Orleans City Council review and approval of payment in lieu of taxes (PILOT) agreements for economic development projects within the New Orleans Exhibition Hall Authority Economic Growth and Development District

Eliminates existing requirements for PILOT proposals including job creation minimums (10 permanent jobs), affordable housing requirements (75 units for 30 years), and compliance documentation with city standards

Removes the 45-day review period by the Office of Economic Development and the 15-day council review plus 30-day approval process that previously governed PILOT agreements

Requires lessees and sublessees to pay the full amount of ad valorem taxes levied by the Orleans Parish School Board, regardless of any PILOT agreement

Eliminates annual compliance reporting requirements to the city council and removes the council's authority to amend or cancel agreements for non-compliance
