Creates the Cypress Point Improvement District as a political subdivision in East Baton Rouge Parish, covering addresses 8400-8680 East Cypress Point Court, to improve drainage and sewer systems and provide overall betterment of the area

Establishes a seven-member board of commissioners with four members appointed by the Cypress Point Homeowners Association, one each by the state House and Senate representatives for the area, and one by the East Baton Rouge Parish assessor

Authorizes the district to impose a parcel fee up to $300 per year on residential lots, subject to voter approval, with fees expiring after 20 years but renewable by election

Board members serve four-year terms without compensation but may receive up to $100 per year for out-of-pocket expenses related to district governance

If the district dissolves, remaining funds transfer to East Baton Rouge Parish for beautification and improvements to the former district area
