Extends civil liability protections to firearm and ammunition distributors in addition to existing protections for manufacturers and sellers under Louisiana law

Prohibits liability for manufacturers, distributors, or sellers when firearms or ammunition are transferred in compliance with state law (previously required compliance with both federal and state law)

Removes the previous exception that allowed liability protections to not apply to assault weapons manufactured in violation of 18 U.S.C. §922(v)

Requires courts to award attorney fees, court costs, compensation for lost income, and all expenses to defendants when plaintiffs lose lawsuits against firearm/ammunition industry defendants

Expands preemption provisions preventing local governments from suing firearm/ammunition distributors and trade associations, reserving such authority exclusively to the state
