Expands the definition of "project" for the Ernest N. Morial-New Orleans Exhibition Hall Authority to include convention, exhibition, tourist, entertainment, lodging, retail, parking, and related facilities, beyond just convention center expansions

Extends the maximum lease term the authority may enter from 60 years to 99 years for projects on authority property

Removes the July 1, 2029 termination date for the authority's ability to levy and collect the additional 1% hotel occupancy tax, allowing collection to continue until bonds secured by the tax are paid in full

Changes the required annual reporting to the New Orleans City Council from January to the second fiscal quarter of each year

Declares that property acquired or owned by the authority is public property exempt from all ad valorem taxes
