Department of Wildlife and Fisheries must promulgate rules for law enforcement to tag abandoned vessels with notices informing owners the vessel is unlawful and will be removed

Third parties may recover vessels that have been tagged or deemed abandoned by state or local law enforcement

Owner information for tagged or abandoned vessels must be made publicly available, and procedures must be established for obtaining salvage titles and selling recovered abandoned vessels

New vessel registrants must be notified they will be held responsible as owner if the vessel is later deemed abandoned

Changes existing law from authorizing to requiring the department to adopt rules for registration and titling of abandoned, salvaged, towed, and court-ordered transferred vessels
