Creates a statewide Fugitive Apprehension Unit within the Department of Justice's investigation division, staffed by P.O.S.T.-certified peace officers commissioned by the attorney general, intelligence analysts, and support personnel

Authorizes the unit to coordinate with local, state, and federal law enforcement agencies—including the U.S. Marshals Service and ICE—to apprehend fugitives

Prioritizes targeting fugitives wanted for violent felony offenses including murder, rape, armed robbery, and other heinous crimes

Grants authority to execute arrest warrants, make warrantless arrests, and pursue individuals who violate court-ordered electronic monitoring programs

Empowers the unit to identify and arrest anyone who harbors, conceals, or aids a fugitive with intent to help them avoid arrest, trial, or punishment
