Louisiana Public Service Commission would gain authority to supervise and regulate privately owned internet service providers that receive federal broadband infrastructure funding, including BEAD Program and Rural Development Opportunity Fund grants

Regulation applies only to ISPs utilizing federal grant funding for broadband infrastructure, not all internet providers in the state

Commission would have power to adopt rules, summon witnesses, compel production of documents, take testimony, and punish for contempt with the same authority as district courts

Municipal and parish-controlled internet providers are excluded from commission oversight under Article VI, Section 7 of the Louisiana Constitution

All commission rulemaking actions must receive approval from the Office of Broadband before submission to legislative committees for Administrative Procedure Act review
