Defines "children's charity" as a nonprofit licensed as a distributor by December 31, 2024, with a primary mission to improve children's lives through essential services and educational opportunities

Requires municipalities and parishes to allow children's charities to participate in or operate keno, bingo, and video bingo locations, and prohibits local governments from denying or revoking licenses for charitable organizations with current state bingo licenses

Exempts children's charities from local governing taxes, fees, permits, and local bingo reporting requirements, while allowing them to conduct consecutive eight-hour gaming sessions within a 24-hour period

Creates the crime of theft of bingo proceeds, punishable by not less than one year at hard labor and full restitution for employees convicted of stealing $2,500 or more from keno, bingo, or video bingo operations

Requires license revocation for commercial hall owners who illegally evict charitable organizations or breach contracts with them, and allows children's charities to use ticket-in-ticket-out electronic technology and self-service cash redemption terminals
