Expands the Louisiana Drug Policy Board membership from 23 to 25 members, adding a Board of Regents representative specializing in collegiate recovery and behavioral health, and an individual with at least five years in recovery who is active in prevention and peer support efforts

Replaces the "Safe and Drug-Free Schools and Communities Program" representative with the director of the office of drug policy within the governor's office, and replaces a federal agency representative with the director of the Louisiana Supreme Court Drug and Specialty Court Office

Updates terminology throughout the statute from "drug and alcohol abuse" to "substance and alcohol misuse" and modernizes related language regarding harm reduction, peer support, and treatment approaches

Modifies reporting requirements from quarterly reports to an annual report due July 1st, with quarterly reports submitted only if deemed necessary by the governor or board

Requires all state agencies, boards, commissions, departments, and political subdivisions to assist the board by providing requested information and support without cost, subject to funding constraints
