Amends R.S. 51:912.22(8) to authorize Louisiana state and local governments to adopt freeboard requirements for manufactured and modular home installations that exceed minimum National Flood Insurance Program (NFIP) standards under 42 U.S.C. 4011

Requires freeboard standards to be uniformly applied based on the Base Flood Elevation from the currently adopted Flood Insurance Rate Map, prohibiting variations based on alternative or superseded mapping sources

Mandates that all permit applications and issued permits include the Base Flood Elevation at the site and the required finished floor elevation, including any applicable freeboard

Maintains existing requirement that manufactured and modular home foundations in flood-prone areas comply with FEMA's "Manufactured Home Installation In Flood Hazard Areas" manual
