Renames the "Atchafalaya Trace" to the "Atchafalaya National Heritage Area" throughout Louisiana law

Adds Lafourche Parish to the heritage area, which already includes 14 parishes: St. Mary, Iberia, St. Martin, St. Landry, Avoyelles, Pointe Coupee, Iberville, Assumption, Terrebonne, Lafayette, West Baton Rouge, Concordia, East Baton Rouge, and Ascension

Increases Atchafalaya Trace Commission membership from 14 to 15 members, with each parish's governing authority appointing one representative

Removes the restriction that required the commission to establish criteria before adding new parishes to the heritage area
