Louisiana State Board of Cosmetology must include at least one member from each congressional district, one practicing cosmetologist, one registered esthetician, and one registered manicurist among its eight governor-appointed members.

Board member qualifications expanded to include registered estheticians and manicurists with five years of experience, and owners of accredited cosmetology schools who have owned for more than five years.

Registration fees restructured to flat rates: $35 for cosmetologists, estheticians, manicurists, teachers/instructors, and managers; $55 for beauty shops, salons, mobile salons, or home care; $50 for booth rental, special, or temporary permits.

Initial school registration fee set at $340 (up from $315 resident/$615 nonresident), and school renewal fee set at $190 (up from $165 resident/$465 nonresident), with late renewal penalty increased from $150 to $175.

Initial inspection fee for salons, mobile salons, or booth rentals increased from $25 to $50.
