Dedicates the first $5 million annually from the surplus lines insurance tax (4.85% on gross premiums) to the Louisiana Fortify Homes Program Fund, beginning July 1, 2026

Allocates $5 million annually from fire, marine, transportation, casualty, surety, and other insurance taxes to the Louisiana Fortify Homes Program Fund

Directs $1,000 from each annual financial regulation fee and $15 from various insurance licensing fees (first-time applicants, company appointments, renewals, claims adjusters, public adjusters) to the Fortify Homes Program Fund

Authorizes the Insurance Commissioner to enter cooperative agreements for surplus lines tax collection, including use of clearinghouses and assessment of transaction fees

Grants the Commissioner rulemaking authority under the Administrative Procedure Act to administer and enforce these tax provisions
