Repeals the current rule limiting medical expense recovery to amounts actually paid by health insurance or Medicare, plus a 40% "cost of procurement" bonus for claimants

Limits recoverable medical expenses to "reasonable expenses" rather than billed amounts, with Medicaid and Workers' Compensation cases still capped at amounts actually paid

Allows any party at trial to introduce evidence of both amounts billed and amounts paid to establish medical expense awards, rather than restricting juries to seeing only billed amounts

Makes letters of protection and payment guarantees between healthcare providers and attorneys admissible as evidence at trial

Effective January 1, 2026, applying only to causes of action filed on or after that date
