Transfers authority for appointing drainage district commissioners from police juries to parish governing authorities, requiring appointments by majority vote at properly noticed meetings with a quorum present

Eliminates the provision allowing a commissioner's spouse to satisfy the property ownership requirement; commissioners must personally own real estate in the district valued at $500 or represent a corporation or LLC meeting that threshold

Removes the requirement that commissioner appointments be based on recommendations from landowners owning a majority of acreage in the district

Allows commissioners to serve on multiple drainage districts simultaneously and hold other offices without violating dual office holding prohibitions under R.S. 42:61

Protects terms of commissioners appointed prior to August 1, 2025, which remain unaffected by the changes
